The Realm API section in Organization Settings controls who can create API keys. Navigate to Settings > Organization settings.

API keys for all users

By default, only admins can create API keys. Toggle API Keys for All Users on to allow everyone in the organization to create their own keys. When disabled, only admins can create and manage API keys from the API Keys page. When enabled, all users can access the API Keys page from their Preferences.
